Her report emphasizes that wealthy fossil-fuel-dependent nations are legally obliged under international law to phase out oil, gas, and coal by 2030 and compensate affected communities. Morgera also highlights the systemic harms of fossil fuel extraction—including environmental pollution, rights violations, and greenwashing—and advocates for a rapid “defossilization” of economies, removal of subsidies, and restitution to impacted populations. She stresses that the fossil fuel industry has spent decades delaying progress through misinformation campaigns and calls for accountability and transparency in transition efforts.
